FEE CUTS ANNOUNCED FOR A RANGE OF INDUSTRIES

The Ministry of Finance has cut about 36 categories of fees across a number of sectors: aviation, construction, and environment, for example. This is in line with moves to stimulate economic growth.

The cuts are from a few cents to a few hundred thousand dollars (under the right circumstances) and mostly center around business establishment and planning. It’s not clear what impact this might have on a macroeconomic scale.

INSURANCE NEWS

INSURANCE MARKET REVENUE HAS DECLINED FOR THE FIRST TIME IN A LONG TIME

Vietnam’s insurance market has seen a decrease in revenue in 2023. Essentially, this is the result of bad press around the methods that have been used to sell insurance products through financial institutions. For example, insisting that customers must buy insurance products (i.e. life insurance) in order to receive loans.

This received national attention earlier this year when Vietnamese actress Ngoc Lan live-streamed herself crying when she realized a life insurance contract she had entered into was not what she expected it to be.

As a result, public sentiment toward insurance has become skeptical and several government probes have been launched. That said, the sector has seen robust growth in recent years and this set back is likely to only be temporary.

PHILIPPINES’S FAST FOOD GIANT EYES GREATER SHARE OF VIETNAM MARKET

The Philippines’ Jollibee has announced that it intends to further expand in Vietnam. The fried chicken and rice juggernaut reportedly now has 158 stores in the burgeoning Southeast Asian nation, opening four new stores in the first quarter of this year. The Vietnamese market has proven somewhat fickle for foreign franchises. Whereas many have been successful, many have also struggled.

BARRAMUNDI FARMING SECURES ADB LOAN TO EXPAND IN VIETNAM

The Asian Development Bank has approved a US$15 million loan to Australis Holdings to increase the size of its ocean-based Barramundi and seaweed farming operations in Vietnam. The key focus of the investment, however, will be sustainability and technology transfers, in line with government objectives to increase productivity in Vietnam’s aquaculture industry.

NORWEGIAN FIRM LIKELY TO ACQUIRE NEARLY 5 PERCENT OF VIETNAMESE BANK

Norwegian Investment Fund is set to buy 95 million shares or a 4.63 percent stake in Vietnam’s SeABank. The sale is estimated to be worth VND 1,200 billion (US$50.7 million) Established in 1994, SeABank currently caps foreign ownership at 5 percent, though legally foreign firms can own up to 30 percent of a Vietnamese bank.

MANUFACTURING NEWS

S&P PMI SHOWS SMALL IMPROVEMENT

The S&P PMI was up from 45.3 in May to 46.2 in June but is still in decline—anything lower than 50 represents a contraction. S&P says that this is on the back of weaker demand in key export markets but that power shortages in northern Vietnam have also been a problem.

APPLE SUPPLIER’S INVESTMENT IN QUANG NINH APPROVED

Key Apple supplier Foxconn has been granted investment certificates for the two projects it has slated for Vietnam’s Quang Ninh province. Foxconn is expected to invest US$246 million developing two factories to manufacture a range of electronic products.

JAPAN FIRM TO BUILD 650 HECTARE INDUSTRIAL PARK IN THANH HOA

Japan’s Sumitomo Corporation has announced that it intends to invest US$400 million in an industrial park project in Thanh Hoa. Around 150 kilometers south of Hanoi, greater development in Thanh Hoa is in line with a rising trend of firms looking for untapped manufacturing potential, outside of the major hubs around Hanoi and Ho Chi Minh City.

CHINESE AUTOMAKER TO OFFICIALLY ENTER VIETNAM MARKET

China’s Great Wall Motors has announced it intends to start selling hybrid electric vehicles in Vietnam this year. Initially, it plans to import ready-made vehicles, often referred to as completely built units (CBU), from Thailand but intends to establish a local assembly plant in the future. Importing CBUs from Thailand has become a common practice in recent years with over 72,000 units imported from Vietnam’s regional neighbor last year.

SOUTH KOREA’S LG INNOTEK IS BUILDING A FACTORY IN HAI PHONG

Another key Apple supplier, LG Innotek intends to invest up to US$1 billion in new manufacturing facilities in Vietnam’s Hai Phong. The province is very popular among foreign manufacturers as it is not only close to the large population center that is Hanoi but also has one of Vietnam’s biggest ports, making it easy to get goods in and out of the country.

Cambodia issued a sub-decree for the complete implementation of Cambodia’s new Law on Investment – which has been in force since October 15, 2021 – to attract and boost both local and foreign direct investment in the country, said a statement released by the government.

The sub-decree would entitle relevant government institutions, private sector investors and business people to follow and implement the new investment law more effectively as the legal frameworks provide clear-cut guidelines for investment and set clear in-charge bodies, investment projects and incentive conditions.

Cambodia’s Secretary General of CDC—Cambodia’s highest decision-making body for private and public investments stated that the sub-decree sets the clusters of investment projects incentivized on inputs for production to supply domestic markets, a cluster of investment projects incentivized on customs, special duties and Value Added Tax (VAT) but un-incentivised on taxation.

”The implementing sub-decree of the (investment law) has been signed. Both the law promulgated and the implementing sub-decree will provide a transparent, predictable and enabling legal framework for investments. The latter will contribute significantly to the socio-economic development of Cambodia.

Investment projects on horticulture, subsidiary and industrial crops, plant breeding, production of domestic animals, manufacture of animal feed, integrated farming, aquaculture, agro-processing, boiler manufacturing and agricultural dryer manufacturing are in the cluster that receives incentives on inputs of production for supplying the domestic markets.

The sub-decree is also attached with its third appendix that states that bonded warehouses, million distribution centers and million in-building solutions worth $60 million, $10 million and $20 million respectively are among projects that are incentivized on customs, special duties and VAT, but not incentivized on taxation.

The first appendix of the sub-decree also sets the projects that are not incentivized such as crop and animal production, and other agricultural activities including rice crops with investment capital of less than $2 million or area of less than 500 hectares of land, vegetable crop projects with capital less than $1 million do not get incentives.

”The sub-decree would enable all stakeholders to fully implement the new Law on Investment.

There was expectantly a wait for the sub-decree as the implementation of the new investment law even though it has been already put in place as its implementation has faced controversies in terms of taxation, customs and other stuff since promulgation. So, there must be this to be attached with the law for the effective implementation.

The new Law on Investment would enable provinces to attract more investments as it decentralizes the authority from the national to municipal-provincial levels—municipal-provincial sub-investment committee—to approve investment projects worth $5 million or less and investors to get more incentives and care-taking while running projects.

President of Singapore Club Cambodia (SCC) Andrew Tay believed that the document would enable investors to proceed their investment projects more efficiently and effectively.

The new investment law would enable the government to attract more foreign investors into the country as it has provided more incentives such as longer tax holidays or tax breaks and set more attractive minimum investment capital as these things look more competitive incentives given by other countries.

Article 50 of the sub-decree stipulates that qualified investment projects on new automobile assembly to supply the domestic markets are incentivised by reducing 50 percent of customs tax, special duties and VAT if their assembly parts are finished goods with domestically-supplied components of at least three percent and fulfill two of the three requirements.

The three requirements include using at least 400 assembly parts per unit of automobile, investment capital from $5 million up and employing at least 150 workers, according to the sub-decree adding that the reduction is offered up to 90 percent if investors in the category are able to fulfill other requirements set in the sub-decree.

Chinese President Xi Jinping on February 10 announced a 300 million yuan ($44 million) grant package to support the Kingdom’s railway ambitions, which are expected to improve the livelihoods of many Cambodians, according to National Television of Cambodia (TVK).

This comes during a meeting between Xi and Prime Minister Hun Sen on the second day of his February 9-11 visit to China.

According to TVK, the two leaders agreed at the meeting to foster a “diamond-” like cooperation, pushing bilateral relations to a “new peak”, with Xi thanking Hun Sen for his public declaration that, “if I don’t rely on China, who would I rely on?”

China’s assistance has driven progress of Cambodia, and consolidated the Kingdom’s sovereignty, the premier said.

”Both leaders lauded the Cambodia-China Free Trade Agreement which entered into force on January 1, 2022, improving market access to China for Cambodian agricultural and fisheries products.

They hailed their bilateral relations, which have been lifted from a “comprehensive cooperation” to an “ironclad friendship” and a “community of common destiny” underpinned by mutual cooperation.

Xi and Hun Sen pledged to promote the building of a “community of common destiny”, with a focus in six priority areas: politics and diplomacy; textiles and production; agriculture; energy; security; and improvements in the Cambodian health sector as well as people-to-people relations.

Xi voiced support for Cambodia’s stance and policy on its sovereignty and territorial integrity, and expressed interest in agricultural and aquacultural development in the environs of the Tonle Sap Lake.

Hun Sen welcomed Xi’s initiative to establish a “Fish and Rice Corridor” in northwestern Cambodia, commenting that the region was earmarked as an additional “economic pole”.

The prime minister asked the president to encourage more Chinese tourists to fearlessly travel to Cambodia, adding that the leaders agreed to foster cooperation on electricity generation, particularly on projects with an eco-friendly focus.

Hun Sen largely credited Cambodia’s economic recovery to China’s vaccine donations, reflecting on the potential tragedy that may have occurred otherwise, after the Kingdom “reopened” on November 1, with the government moving to allow for the resumption of economic activity.

China will provide Cambodia with 4 billion yuan (U.S. $587.6 million) in aid over the next three years, Cambodia’s Prime Minister Hun Sen said Tuesday, as Phnom Penh further cements ties with Beijing in the face of sanctions threats from the European Union.

Hun Sen met with Chinese President Xi Jinping on Monday for bilateral talks during a three-day trip to Beijing and requested additional aid from China, his country’s largest donor and investor.

In a post to his Facebook account Tuesday, Hun Sen said that Xi had pledged the 4 billion yuan in aid “for a three-year project” from 2019 to 2021.

”The Chinese President said that in 2019, China will import 400,000 tonnes of rice from Cambodia, will increase bilateral trade to U.S. $10 billion by 2023 and encourage more Chinese investment.

Hun Sen said Xi “praised China’s special cooperation with Cambodia and vowed to make the relationship even stronger.”

Additionally, the prime minister said, the two nations signed several smaller deals that would see China provide Cambodia with a highway from Sihanoukville to Phnom Penh, a clean water initiative, and a bodyguard compound to protect the Council of Ministers in the capital, as well as restore several temples in Cambodia and rebuild its National Route 7, which was damaged in recent floods.

A statement from China’s Foreign Ministry said Xi had called for greater cooperation bilaterally, and increased coordination at the United Nations and the Association of Southeast Asia Nations (ASEAN)—several member nations of which are embroiled in disputes with China over territorial claims in the South China Sea.

EU TARIFFS

Last week, the EU reintroduced tariffs on rice from Cambodia for three years after a probe found that Cambodian rice imports had nearly doubled since 2013 while prices dropped, hurting local producers. A statement from the European Commission announcing the decision said it had been made separate from deliberations over the EBA scheme.

Council of Ministers spokesman Phay Siphan has said the rice tariffs will not affect Cambodia, which will encourage exports to alternative markets, such as the Philippines, and will continue to rely on demand in China.

Trade volume between Cambodia and China was valued at U.S. $5.8 billion in 2017, up 22 percent from U.S. $4.76 billion dollars a year earlier, while China is currently Cambodia’s largest investor, and has poured U.S. $12.6 billion into the Southeast Asian nation from 1994 to 2017.
