			<p>ARTEC Team in Phnom Penh Cambodia and Ho Chi Minh City Vietnam are looking to hire talented mid-to-senior level Designers for Interior and Architecture. Delving into Hospitality, F&amp;B, Retail, Commercial, Residential, Showrooms and Offices, from small scale to urban scale projects.</p>
<p>The internal team culture is multi-cultural, with an avid consensus on quality, aesthetic and human focused creations, with emphasis on meaningful design. Where team members are encouraged to ask questions, challenge ideas and methods as well as practice diligence in their craft, to learn and support other members of the ARTEC family, associates and partners. The right candidate would have the opportunity to work on projects in Vietnam, Cambodia, Malaysia and other ASEAN destinations, with support and collaboration with China based team members.</p>
<p>Relevant Job Description(s) are as below;<br />
Interior Designer / Architectural Designer / Technical* Designer</p>
<p><strong>GENERAL SCOPE</strong></p>
<ol>
<li>Undertaking Design Projects from Concept to Completion. (May involve GC Supervision or Administration).</li>
<li>Work with Team Members to define project schedules and requirements, and the brief.</li>
<li>Ability to communicate, manage, coordinate and work with external consultants, engineers, suppliers, contractors and the client, other stakeholders or their representative(s).</li>
<li>To be able to plan, produce and review drawings, in all stages of the design process.</li>
<li>Put in practice the candidate’s detail-minded, time conscious and strong interpersonal skills.</li>
<li>Has innate initiative and able to express opinions and explain thought processes and logic through detailed communication methods.</li>
<li>Ability to interpret, communicate and create solutions based on design intent.</li>
<li>Able to use AutoCAD, a 3D Modelling Software (3DS Max / SketchUp / Rhino or Similar).</li>
<li>Good Knowledge of Construction Materials, Construction Phases and Construction Details.</li>
<li>Ability to Compile Schedules and Other Tables necessary to Support the Design Drawings Package.</li>
<li>Ability to Follow Drawing Standards and Other Instructions on Workflow Processes.</li>
<li>Able to Hand Sketch.</li>
<li>Create and Support Narrative(s), Mood Boards and Other Presentation Related Productions and Reviews.</li>
<li>Support, Direct and Review 3D Renderings.</li>
</ol>
<h4>REQUIREMENTS</h4>
<ol>
<li>English Language ability to be Mid to Professional level.</li>
<li>Khmer, Vietnamese or Mandarin (Chinese) Language ability will be an Advantage.</li>
<li>Bachelor Degree or Diploma in Interior Design or Architecture, or equal / similar.</li>
<li>High Proficiency in Autodesk AutoCAD.</li>
<li> Proficient in Adobe Photoshop.</li>
<li>Proficient in Adobe Illustrator and Adobe InDesign would be an Advantage.</li>
<li>Proficient in either SketchUp, or 3DS Max, or Rhino3D, or Other Similar 3D modelling software.</li>
<li>Proficient in Microsoft Windows OS Environment.</li>
<li>Proficient in Standard Microsoft Office365 software, such as Word, Excel, Outlook, and TEAMS.</li>
<li>Ability to Hand Sketch.</li>
</ol>
<h4>SKILLS</h4>
<ol>
<li>Proven Time Management, Planning and Problem-Solving Skills.</li>
<li>Minimum 2 to 5 or more years of experience.</li>
<li>Familiar with Common Construction Finishes, Materials and Methods.</li>
<li>Knowledge of Coordination and Management related processes with 3rd party stakeholders.</li>
<li>Proven On-Site experience.</li>
<li>Fabrication Experience is an Advantage.</li>
<li>Keen eye for Color, Texture, Shades, Lighting, Scale, Mood Imagery.</li>

			<p>The installation of commercial ports in various locations around the world, especially at the beginning of what we now call globalization, was a preponderant and structuring factor for the foundation of numerous cities. Thus, discussing the relationship between certain cities and their ports is also discussing their history, formation, and development over time, as these areas played a fundamental role in the growth of trade, the economy, and inevitably urban life, making these cities vital and strategic centers of cultural, commercial, and social exchange.</p>
<p>The period known as the Age of Discovery, between the fifteenth and sixteenth centuries, was a time of intense maritime exploration that fundamentally transformed humanity. As European powers explored the oceans, invaded lands, and established colonies, there was a need for new ports in strategic locations. These ports had an adequate geographical location, preferably close to important commercial routes, and favorable natural conditions such as minimally adequate depth for anchoring ships. These ports served as departure and arrival points for vessels transporting goods such as spices, agricultural and manufactured products, precious metals, and even humans who were cruelly and intensively transported by sea in inhumane conditions.</p>

<p>These coastal cities acted as significant and strategic warehouses for commercial logistics, not only restricted to maritime exchanges themselves but also functioning as important connectors and supply points for inland continental regions.</p>

			<p>Ports were linked to other urban activities, especially in their surroundings. This often resulted in active and bustling commercial neighborhoods in their vicinity. In these areas, markets, warehouses, and industries related to maritime trade developed, as well as banks, hotels, restaurants, and other establishments. In addition, the installation and development of ports themselves also involved the construction of specific infrastructures such as docks, piers, elevators, and internal transportation systems. These infrastructures in addition to their port functions, also marked the physiognomy of these urban landscapes.</p>
<p>From a broader perspective, by providing connections between cities and other regions of the world, beyond goods and merchandise, ports also stimulated many other exchanges and interactions of ideas, customs, and knowledge. Port cities became meeting points for people of different origins, cultures, and traditions, promoting diversity and interaction between them. These exchanges often contributed to the intellectual, artistic, and scientific growth of several cities, enriching their urban cultures.</p>
<p>At different times, it is possible to highlight a series of prominent port cities that have experienced their moments of zenith and decline, playing a fundamental role in global economic, cultural, and political development. Cities like Alexandria, in modern-day Egypt, Carthage, in modern-day Tunisia, and Istanbul, in modern-day Turkey, on the shores of the Mediterranean Sea, were critical for trade in the ancient world. Venice and Genoa, in modern-day Italy, were significant commercial, cultural, and maritime centers during the Middle Ages and the Renaissance.</p>
<p>Lisbon, in Portugal, on the shores of the Atlantic Ocean, played a crucial role in the Age of Exploration and European maritime expansion. In the United States, New York&#8217;s dynamic port was one of the reasons for its growth as a major global power, given its importance to trade in North America since European colonization.</p>

			<p>In Brazil, a continental country, cities&#8217; history was deeply influenced by their port areas. Brazilian state capitals are located on its coast. During the colonization period, the country was a Portuguese exploration colony, and its ports were the main entry and exit routes for goods, connecting it with the Portuguese metropolis and its other colonies around the world, constituting fundamental elements of its formation.</p>
<p>Salvador, its first capital, had a port as one of its main structuring axes, around which many other urban dynamics developed. Other cities such as Rio de Janeiro, the second capital of the country, and Santos, which today has the largest port complex in Latin America, also deserve recognition for their port areas&#8217; development.</p>
<p>Throughout the 20th century, with the rise of road transport, many ports declined in economic and logistical importance. The extensive development of road networks allowed greater land access to markets and production centers, reducing commercial dependence on maritime transportation.</p>
<p>In recent decades, especially in the face of the disuse or even degradation of many of these areas, some have undergone significant transformational changes and reform processes. These changes have given them new uses and purposes.</p>
<p>Puerto Madero, in Buenos Aires, Argentina, the Olympic Village of Barcelona, Spain, and The Rocks neighborhood in Sydney, Australia, are examples of rehabilitation projects of old port areas that have been converted into active public spaces, enjoyed by the population (or part of it), showing that these areas, even in the face of new uses, have maintained their importance and are still a fundamental part of the urban dynamics of their cities.</p>

			<p>Building Performance and Standards New Zealand both have a strong interest in developing and using standards to “Grow Aotearoa New Zealand for all.”</p>
<p>The renewed commitment detailed in a partnership agreement sets out the respective roles and responsibilities for Standards New Zealand and Building Performance. Working together we will coordinate the provision of standards for compliance and direction-setting for the building system.</p>
<p>Standards New Zealand’s independent, representative and consensus-based approach ensures standards solutions – whether they be New Zealand, adopted international, joint Australian/New Zealand standards, or technical specifications, publicly accessible specifications or handbooks &#8211; are practical, relevant, technically accurate and widely recognised and supported.</p>
<p>Building Performance, the Building Regulator, is a branch within the Ministry of Business, Innovation and Employment that is responsible for maintaining and reviewing many of the regulatory functions within the Building Code including policy advice and compliance documents.  Standards New Zealand works with Building Performance to develop the supporting tools for those working within the building system to create and maintain safe, healthy, durable, accessible and energy efficient buildings now and for the future. Incorporating a diverse range of perspectives and interests of all those who use and are invested in the development of our lived and worked in spaces, means standards work for everyone.</p>
<p>Over recent years Building Performance has contributed towards or commissioned revisions and improvements to standards for materials, windows, lighting, insulation and energy efficiency, concrete, steel structures, timber structures, fire safety, accessibility, plumbing, piping, and drainage, engineered fill and earth buildings.</p>
<p>In terms of outcomes, the partnership agreement will see us jointly develop a 5-year work programme for certain key standards that are reviewed and updated annually. It will also provide support with membership of joint and international committees so that New Zealand building Standards do not fall behind standard of those in other countries and there remains interoperability across supply chains and market access.</p>

			<h4>CONTINUED ACCESS SPONSORSHIP</h4>
<p>Building Performance will continue the sponsorship that ensures standards used as tools for compliance with the Building Code are readily accessible to those who need to them. Currently, this sponsorship sees 131 standards available to download directly from our website, with New Zealand being one of few countries in the world to provide (pre-paid by BSP) sponsored access for industry to relevant standards for the sector to support them achieving good building outcomes.</p>
<p>This initiative fits within Standards New Zealand’s strategy of working with regulators and industry to get more standards pre-funded (sponsored), as well as enabling better access to standards that make a difference to the wellbeing of New Zealanders. As a regulator of the building system, MBIE wants to reduce barriers that prevent people from ‘doing the right thing’ within the New Zealand building system.</p>

<h4>OUR SHARED HERITAGE</h4>
<p>Standards New Zealand and Building Performance have a long and intertwined history, heavily influenced by the 1931 Napier Earthquake. Subsequently, guidelines were developed by a Buildings Regulations Committee to ensure new buildings were safer. The then New Zealand Standards Institute made these guidelines into model building bylaws that were adopted by local authorities. By the 1970s, it was the standards organizations that recognized that making standardized technical specifications into direct legal commands led to both confusion and conflict.</p>
<p>Their solution of legislating by reference to independent technical specifications became the 1991 Building Act, the Building Code, the acceptable solutions and verification methods, and the large body of cited standards that we have a shared responsibility to maintain and develop, to support a well-functioned building regulatory system.</p>

			<p>A revised Commentary document complementing the Australian Standard AS 3600, Concrete Structures Standard provides additional industry guidance on the design and construction of concrete structures.</p>
<p>The commentary document, AS 3600:2018 Sup 1:2022, is a resource that industry can use in conjunction with the Concrete Structures Standard. It provides explanation and interpretation, gives background and guidance, highlights changes in previous practices, and provides references and further readings.</p>
<p>The Commentary aims to help users of the Concrete Structures Standard understand and interpret design and classification requirements. Significantly, it includes guidance on what can be often misunderstood requirements for the design of concrete structures to resist earthquakes, particularly, the use of force-based design procedures and the rationale behind detailing rules, which are intended to ensure ductility of streel reinforcements.</p>
<p>The document also aims to give guidance on classifications that assist industry in determining what level of ‘resilience’ buildings need according to their intended use. For example, authorities may dictate that critical structures such as hospitals, emergency services or similar buildings should be better protected.</p>

			<p>BD-002, the Concrete Structure committie, was prompted to revise the earthquake requirements of the Standard and Commentary document following the most recent earthquake in Christchurch, New Zealand.</p>
<p>Earthquakes aren’t commonplace in Australia, and are therefore sometimes misunderstood. But the risk remains that one could occur tomorrow or in 100 years, thus it is important to be as prepared as possible for when it does happen.</p>
<p>Additionally, the document has been updated on steel fibre reinforcement, providing further explanation. It also provides guidance on a new approach to shear, a common part of structural analysis, with the aim of ensuring the industry is keeping up to date with current technology.</p>
<p>Standards Australia is supporting industry with this Commentary in order to help users interpret and implement AS 3600.</p>
<p>Standards have a significant role to play in improving safety in the construction and design sector, as the changing dynamics and risks of earthquakes continue on into the future.</p>

			<h4><strong>BACKGROUND</strong></h4>
<p>Building Systems Performance commissioned a robust review of NZS 3404: 1997 (Parts 1 and 2) in December 2021. This standard is considered a primary reference that is a critical part of the Building Code compliance routes as well as a key citation within the Verification Method, B1/VM1.</p>
<p>NZS3404 supports the design and construction of steel buildings in New Zealand. It sets out the minimum requirements for the selection of materials, corrosion protection systems, and the fabrication, erection, and construction of steel structures. It applies to building structures; crane support girders; highway, railway, and pedestrian bridges; and composite steel and concrete beams and columns.</p>
<h4><strong>SECTION 11 &#8211; FIRE SECTION TAKES FORM<br />
</strong></h4>
<p>This is an update on the progress regarding the drafting of the fire section (Section 11). This incredibly important piece of work is being undertaken by a group of Fire specialists who are members of the Fire Working Group.</p>
<p>The proposed changes to this section have been made to ensure that it reflects current accepted practice. In addition;</p>
<ol>
<li>New equations are provided (but this does not reflect a significant increase in workload).</li>
<li>The scope has been clarified stating that the fire provisions apply to non-composite steel members and systems, with no separating elements of construction. The design of individual members assumes they are isolated.</li>
<li>The Basis of design covers the principles for standard fires and natural fires. Performance criteria are discussed with an explanation of design criteria for individual members and systems.</li>
<li>The content regarding material properties aligns with the content in AS/NZS 2327.</li>
<li>A temperature incremental approach is used for unprotected and protected members.</li>
<li>Simple analyses in the domains of time, temperature and strength, including equations to estimate the time to failure for unprotected and protected steel.</li>

			<h4>DYNAMIC ADAPTIVE LIGHTING CAN LOWER ENERGY USE</h4>
<p>“Smart” or dynamic adaptive lighting can adjust brightness levels in response to conditions such as fluctuating daylight, occupancy patterns, and user preferences. As a result, it could lower energy consumption over daily, weekly, and seasonal building use cycles and provide metrics and measurement methods for systemic lighting energy use in non-residential buildings.</p>
<p>NZS 20086 presents international good practice in lighting energy evaluation and complements the ISO 52000 series for integrated whole-of-building energy and emissions performance evaluation.</p>

			<p>Australian households are making the switch to more energy efficient heated water systems. The Clean Energy Council reported in 2019 that there were more than 1.2 million solar water heating systems installed across Australia.</p>
<ul role="list">
<li>The recently published standard aims to provide clear guidance to manufacturers and suppliers for the assessment of energy consumption for heated water systems.</li>
<li>The revision now includes guidance for evaluation performance assessment methods for larger systems and those using photovoltaic energy sources.</li>
<li>The standard is now reflective of up to date Minimum Energy Performance Standards (MEPS), with main changes being the increase from 3 star to 4 stars for the gas reference water heater.</li>
</ul>
<p>Standards Australia recently published revised standard AS/NZS 4234, Heated water systems, calculation of energy consumption, which aims to provide clear guidance for the assessment of energy consumption for heated water systems.</p>

<p>The revised standard will assist manufacturers, suppliers and governments by providing a clear and consistent basis for consumer guidance, regulation and support programs for the assessment of energy consumption by heated water systems.</p>
<p>The amendments made are now reflective of the rapid technological advances in market and have also consolidated previous amendments to create a straightforward standard to minimize confusion within industry.</p>
